The Richland Public Facilities District is governed by a Board of Directors appointed by the City of Richland. The Board provides policy direction, financial oversight, and accountability to ensure the district fulfills its public purpose.

Executive Leadership
Davin Diaz–Executive Director
Davin Diaz oversees the Richland Public Facilities District’s day-to-day administration, implements the direction and priorities established by the Board of Directors, and supports long-range planning, partnerships, and development of public facilities within Columbia Park West.
Davin began serving as RPFD Executive Director on June 1, 2026, following his appointment by the Board.
Liaisons
Liaisons serve in an advisory and coordination role, helping facilitate communication between RPFD and partner organizations. Liaisons do not have governing authority and do not vote.
