RPFD Strategic Plan 2026–2027

The Richland Public Facilities District’s 2026–2027 Strategic Plan establishes the District’s direction for organizational development, financial planning, community partnerships, public communication and the long-term development of Columbia Park West.

The plan reflects input gathered through the October 2024 Columbia Park West visioning workshop and the June 2025 RPFD strategic planning workshop. It outlines the initial steps RPFD will take to support a broader campus of cultural, educational, entertainment and public facilities along the Columbia River.

Strategic Priorities

The 2026–2027 Strategic Plan identifies five priorities that will guide RPFD’s near-term work and support the long-term development of Columbia Park West.

1. Reorganize RPFD
Build the staffing, leadership and organizational structure needed to manage long-term planning and multiple public-facility projects.

2. Build a Financial Foundation
Separate RPFD and REACH Museum financial planning, refinance existing bonds and pursue additional local, state and federal funding.

3. Strengthen Community Partnerships
Develop formal relationships with nonprofit, business, tourism and community organizations that support the Columbia Park West vision.

4. Clearly Communicate RPFD’s Work
Improve public understanding, transparency and engagement through the website, newsletters, media, events and other communication channels.

5. Plan for Columbia Park West
Develop detailed alternatives, cost and timeline estimates, and a public engagement process that includes a professionally facilitated charrette.

A Long-Term Planning Framework

The strategic plan provides a framework for RPFD’s next steps. Specific Columbia Park West facilities, designs, schedules and funding proposals will be developed through additional planning, community engagement and coordination with the City of Richland and other partners.
